Client profile

Public passenger-transport operator in Austria. Sector contractor (Sektorenauftraggeber) under BVergG.

Challenge

Tender and introduce a software for structured passenger-count data capture, plausibility checks and analytics, with reports routed to client stakeholders under strict regulatory requirements. The existing solution would be decommissioned on a fixed date — late delivery would trigger contractual penalties. Both standard solutions and new builds were admissible.

  • Detailed criteria catalogue (MUST/CAN plus optional requirements)
  • BVergG-compliant tender documentation and timeline
  • Moderation of qualitative bidder dialogues
  • Bidder response consolidation and bid evaluation
  • Comparison documents for management decision-making
  • Support through final alignment until contract award
  • Agile project management for the 6-month development phase
  • Detailed planning, progress tracking and escalation handling

Methods

BVergG-compliant public tender (sector contractor). Combination of agile methodology (Scrum, JIRA) for the build with waterfall overall structure (project plan and milestone plan). Technology: Microsoft Azure (SQL Server, ASP.NET WebAPI, Azure Monitor, PowerBI).

Result

Platform successfully tendered, developed and put into operation. Today operating as the standard passenger-counter platform.
